Interesting Commentary on "Last Chance" Meets

Read an interesting analysis from SwimSwam.com today about the impact of the Last Chance meets on Men's Division I NCAA Championships. Out of 5 approved men’s last chance meets, SwimSwam found 11 swimmers whose only invited swim was a swim done at a Last Chance meet.

Of those 11, SwimSwam reports only a single swimmer wound up scoring at the NCAA Championships, with no impact on team placements. 
So...is it worth investing all the resources necessary for hosting those meets? The expenses for the teams to stay an extra day at the conference venue? All the stress and uncertainty on the remaining swimmers who still did not qualify? What about the 11 swimmers who were bumped from the meet for the 11 "Last Chance" swimmers who received the invitations instead?
